A virtual world is a computer-generated landscape, of which Second Life is a well-known example. While most virtual worlds are online, this isn't an absolute requirement. Likewise, it isn't a requirement for virtual worlds to be part of a game, with Second Life being an example of a virtual world that isn't a game.
